will also expedite that work that was originally planned to finish april 1st. the micro piles are underway, and interesting, each one is tested for pull-out strength and we completed testing on 36 of them so far and that is continuing as we speak. coming up in next couple of months, obviously the excavation in zone 1 should about completed by the end of january. the grounding and geothermal trade packages will start under the below-grade packages con [trao-rbgts/]. contractor. we should be able to complete the beale street bridge by april. i have information on that coming up. and hopefully complete the buttress work in the next 90 days. here is the overall timeline you have seen before. still on track with the below-grade contractor working with his geothermal and grounding contractors and submittal on the rest of the his work. the superstructure package as you heard before is out for bid and that work will get released throe the board process 2nd quarter, coming in february/march. so that will be on the april board current plan. on the exterior finishes and so on. as far as the

micro-lbes, the smallest. since we are tweaking some of these ordinances it looks like we might have the mindset to realize some of the advantages to having work go to our local business enterprises especially our smallest ones which by the way comprise only micro, 87%, but most of the micros are minority and women owned businesses. you can go further than that and say that historically because of some institutional setbacks in our society, women and minorities have a harder time getting credit. it goes on and on. they remain small. i urge you to take this opportunity of this mindset and try to figure out a way to bring more work to the smallest, the micros, more set-asides and possibly some changing of the thresholds. >> chair: thank you very much. are there other members of the public who wish to speak on item number one. seeing none public comment is closed. . the buttress work will continue and the micro pile production, they completed 70 in the total production piles and that will hopefully be completed in the next 90 days and move into zone 2. of course the excavation will continue to work from west to east of the timeline update still remains the same.we're starting the below-grade package and superstructure package is out to bid and we'll get the results in early february. parts of the exterior packages will be going out with the window wall in 1st quarter/2nd quarter of next year and beyond. so that is the timeline on the bse and the big thing is the excavation continuing from the west to the east. the final traffic bridges will now be done over a weekend in april, after needing a lot of space in the zone 4 area to put those bridges together. the contractor has chosen to wait until the buttress work -- a majority of the buttress work is completed. just an overhead, you can see that the trustle bridge is connected all the way to fremont street and the other areas continue to be under excavation and the buttress area at the east

write business plans. also helping to educate the distinction between the micro lender, our bank, and our larger financial institutions and how those lending -- what is the difference in how this entities will lend, in addition to the sba loans that are available. also in response to the economic crisis, which hit a couple of months after we open our doors, the mayor reinstated the revolving loan fund, and we partnered with tmc working solutions, which is a micro lender, to provide a loan fund for start of an existing businesses to help them. today, that loan has given out 23 loans, and they are averaging around $15,000 or $25,000 each. another unique thing that the city is doing in terms of helping our businesses and dealing with capital needs is as a city, sometimes, we implement regulations, and you would think that might require some substantial capital for small businesses to do an understanding that a lot of our very small businesses may not have the capital means to be able to implement those regulations. a new one that has just been implemented is there is the fats, oils, and

resources for small businesses. we have more nonprofits that are funded through micro lending here in the city from sba programs. some are expected to be looked at for budget cuts. some will continue. but we have more of those programs in san francisco, really, in any other city in california. we also have a small business commission. that is unique. the folks who are here, who have been supporting small business for many years are the reasons why san francisco's small business community has a voice in ways that other cities and businesses in those cities do not. i think we have, in san francisco, the benefit of a lot of good resources here, some of which are here because of federal funds, some of which because folks in this room have been an advocate for small business. we are hoping the impact of tight budgets all levels still allows us to have the tools we have been able to use for small business. it is an important piece. >> [inaudible] >> there have been a cut in the budget. he wanted to know how that would cut the sba program. >> now we are getting into arcane budget discussions. th

yadaa law has emerged which seriously penalizing the micro small businesses. and is causing many to close their doors. the requirement that the merchant pay all attorney fees and costs of litigation in the application of strict liability penaltis is driving many of the neighborhood businesses out of business. the community and the neighborhoods lose and the disabled community loses. all because of the harsh penalties and punitive costs involved. implementation, we can afford, but not the cost of implementation or penalties. therefore, i challenge all our legislators in the county, state and federal levels to remedy this problem. again, i thank you. remember, the by word is "implementation, not penalties." thank you.
